Philadelphia is already the hardest place in the state to carry a weapon. Which is funny, because when you drive through it, you think "You know, this probably is the worst place in Pennsylvania."

To be fair I think that dismissing almost nine thousand murders in a 23 year period due to lack of context is equally counterproductive.

That said, I agree there is in fact a problem but I do not believe the problem involves roving bands of sentient guns going around murdering people.

Overall, the trend is downward since the 1990s, but the number of murders has gone up the last two years (302 in 2009, 306 in 2010, and 324 in 2011), and is set to go up again by the end of the year (87 homicides in Philly so far in 2012). Last year Philly had the highest murder per capita rate of major US cities. So even though things have been worse, they still have a pretty big problem.

If you click through to the Philadelphia Inquirer page, they let you break it all down. It actually hasn't declined as much from the late '80s as I would have expected. By comparison, New York's murder rate is now less than a quarter of its 1990 peak.

What's interesting is that even at the same socioeconomic levels, there are different violent crime rates among the various ethnic backgrounds. So its not quite accurate to say "poor people in general commit crime" without looking at other qualitative factors. But I agree, saying "blacks are inherently criminal" is incorrect.
