Peace isn't something you just rush headlong into. You really need to do it in phases; gradual increments. If you stopped shooting everyone all of a sudden, it could be quite a shocking and unexpected change of lifestyle for many Syrians.

Won't you please think of the poor Syrian citizens who are so accustomed to their ways and require a gradual, gentle approach to change?

Clearly you missed the part about getting the militants, protestors, bandits and others to also stop shooting back. Governments often have very little control over them; much like the LAPD can agree not to shoot gangbangers, but the gangbangers may not likewise agree not to shoot the cops, you know?
