Possibly. Bellator and pre-UFC Strikeforce have been known to make concessions to states/TV. Where are they fighting?

Bellator does that in their tournament fights. Presumably, it's to prevent fighters getting cut up so that they can still fight in the next round of the tournament, since they don't have 3 or 4 months to recover.
