It's beyond me how could a person come up with the sentence "The boffin team plans to publish a compete theory on underwater vision later this year" and not feel like he got his journalism degree from a clown college.

Or engineers, or people of similar professions. From the introduction of an older version of its Wikipedia entry:
In the slang of the United Kingdom, Australia, Canada, New Zealand, India and South Africa, boffins are scientists, medical doctors, engineers, and other people engaged in technical or scientific research. The word 'boffin' (or 'boff'-often as an insult[1]) can also be used to refer to any particularly clever person. The closest American equivalent is "egghead".[2]
(The current revision's introduction simply says:
In the slang of the United Kingdom, boffins are scientists, engineers, and other people engaged in technical or scientific research.)

As far as I've seen (at least in reading on-line UK news sites), it expresses far less outright contempt than "egghead", but it nevertheless is slightly condescending or trivializing -- the mindset is something like "Oh, those zany boffins, they think up the darndest things!". The presence of a current of anti-intellectualism in public discourse is not an exclusively American phenomenon.

(e.g. A British-ism I've occasionally noticed is the use of the word "clever" as a disdainful insult -- not through the inversion lent by sarcasm, but through an implication that's there's something almost unseemly about applying too much intellectual effort to a task in question. Of course I'm not referring to all British any more than I'm referring to all Americans. Anti-intellectualism is a disease that unfortunately afflicts portions of many countries' populations.)

That's a very disturbingly human-eye-like eye. The uncanny valley is more of a deep sea trench in this case, I guess.
