It's not even so much the strip as it is old people blasting through school zones at 40mph over limit here.

Las Vegas rule of thumb? Whatever the posted sign says add 10 mph for the real speed locals drive.

I've been caught in one of their stings before, they step out into some other lane than the one you're in but too close for you to stop and then they give you a ticket when you fail to do the impossible.

Wasn't it the law in Vegas that pedestrians ALWAYS had the right-of-way back 20~30 years ago? I believe this changed (maybe in the 90s?) at some point.

BTW, since you're a local, I have a question:

If I'm at a table, and the minimums are raised while I'm there, I'm "grandfathered in" with the lower minimum, right? IIRC, that's what they did for me at The Golden Nugget, but at O'Shea's, I specifically remember the pit boss telling me that I still had to play the new higher minimum.

You should have been "grandfathered" in, but I don't think there is a hard rule on that, it's just common courtesy. But look who you are comparing...

Well, I had a near miss with a guy in a black hoodie--and everything else, also (Including his skin.) It wasn't unlit but this was 45 mph, the only way I saw him in time was when he had a near miss with the vehicle in the next lane.

I knew the guy was in front of me and dangerously close but I couldn't see him. I stood on the brakes and it was enough to let me evade him when I found him again. If I hadn't seen him in the other guy's headlights I wouldn't have seen him more than 1 second from impact.

Obviously i survived, but the total bills came up to nearly half a million bucks (which were paid for). Funny part was, i didn't know my neck was broken. Just started cussing her out and dragging myself out of the street. Made a full recovery though.

Whenever I use a crosswalk I make sure the cars are almost fully stopped before crossing. Once I know it's safe I bolt (or at least get out of the way as quickly as possible) so as not to hold up traffic and give a polite wave of thanks to those who have stopped.

It's not tricky stuff.

The one on Boulder this morning was a 70-something year old man crossing against the light. The driver is undergoing toxicology, and the Henderson PD say that if the driver comes back negative, the deceased man's family may be liable for the damages incurred against the driver.

It's harsh, but you shouldn't cross the road without the sign saying so. We spend far too much money to make it possible to cross safely for idiots to disregard simply because they feel special.
