Well the neutrino detector they have pictured in TFA was finished in 1983 and as for cost not sure. But a few years ago it did undergo a $20 million plus retrofit. As for the OPERA detector in Italy, it was finished in 2008 and cost more than that just to be built, but then it's a different type of detector in terms of how it works.

It might be enough to convert many of the neutrinos from one state to another. Then you're body will be violated by a more diverse set of neutrinos. It will make your company's diversity board proud.

How funny, I just finished a James Rollins book that deals with neutrinos - The Devil's Colony. He's not really a super gifted writer, but there are some interesting ideas in his books, and I am a sucker for science fiction.
