I wouldn't go so far as to call Bild propaganda. It's much less sophisticated than that. Unless tabloid trash has become a political movement and has an agenda.
Boobies will never go out of style. The Fox link to Bild news is deeply ironic.

Another thing they are doing wrong. They should have given all the men a day off so women could make the paper just the way they wanted. You know, for Women's day. The best thing is that they can't really complain about getting full control over the paper for a day without seeming ungrateful.

Well technically, that's not topless. At least on a newspaper. Topless would be a complete blank page on an odd numbered page. That's "below the fold" where the printing press folds the paper, which leaves a "lap" where one end is longer than another so that insert machines can stuff in ads. The exact spot of the fold is where the pressman decides it to be. The writer and/or editors can adjust the placement and verbiage to fit in that fold zone. Or the presspersons can so that a tag line or phrase is more apparent from what's on the plate. It's nothing new really. Little tricks (if it was intended) and other "apparitions" have shown up since moveable type and presses that folded were invented. Longer than that actually. Results may vary.
