I'm grasping for a scenario in which this is not in any way exactly like tear gas.

And it will continue to be so too. GPS? Civilians using military systems. Satellite phones? Military. Adaptive optics and night vision are also slowly trickling down into civilian hands.

Only by inherently evil uses of things can get you government funding. Good use of things only gets you civilian funding.

Considering the way the SOPA was struck down, It demonstrates that the need for a protest or riots are unnecessary.

We have the capability to protest without needing physical presence - The Internet. A great resounding NO from the entire nation would have a far more effective deterrence than protests that has 100 thousand individuals in attendance.
