I don't get why the guy tried to lay perfectly still, except for the attention factor. If he stands up and the ball falls out of his shorts, it's just a rub of the green, and Phil has to play the ball as it lies. A member of the gallery is, by rule, an outside agency.

Unless there's a Decision on an outside agency intentionally moving a ball in play. Time to check the USGA website.

Oh, wait, I'm an idiot. If an outside agency moves a ball at rest, you proceed under Rule 18, not 19. No penalty, replace the ball, play on.

I need more coffee before I start thinking about interpretations of the Rules.

Maybe Phil knows that, but how in the fark is the fan supposed to know that? As far as he knows, "you play the ball as it lies", and if he moves the ball, maybe Mickelson winds up with a stroke penalty. We've seen a few pretty stupid events result in penalties in the past year, so I can't blame him for not wanting to take the chance.

If you watch the video, the rules official is on the scene almost immediately. White hat, dark sweater, khakis. You can see him walking to the scene from inside the ropes at about the 22 second mark. The spectator pretty much wanted Phil to reach inside his shorts, or the rules official was so conservative in his judgment that he told the fan to lay perfectly still.

Actually, the more I think about it, the more I think it WAS a really conservative call by the rules official, which isn't exactly that shocking. Even though the fan could move the ball without penalty, the spirit of the Rules would suggest that, in equity, if the position of a ball is known, it should not be altered, although there would be no penalty if an outside agency were to do so.

Was just about to say the same thing, had no idea either. Sorta makes him like Ted Williams and Wade Boggs I guess; I understand why baseball players would want to bat left, but golf? Seems weird.
