I've been in that situation.

A couple of times, yeah, I've been busted checking out the cleavage that the woman was displaying.

But many other times, I'm fascinated by the jewelry, or something to do with the dress. I can kind of understand that he may have been checking out something other than the cleavage.

But considering her reaction, she certainly felt like her boobs were being checked out, and his reaction certainly looked "guilty."

If women display cleavage, it's because they WANT men to look. There's nothing wrong with a casual glance. Staring and drooling is inappropriate, but if a woman puts the twins out there, we men should admire them.
