Sure there is a point in development where humans are not sexually attractive to adults (assuming no pedophilia). But the age of consent seems a bit arbitrary. As you said, they dont sprout boobies at 18. So what exactly happens at 18 that make a human ready for sex? Its not like: poof! you are 18, now you are ready. yeah yeah, 14yos arent ready. But how many are ready at 18 or even 21? Seems arbitrary.

Theres a difference in what men and women find attractive age wise. Men will almost always be attracted to younger women, and its pretty common for women to be attracted to older men. It makes sense in evolutionary terms--Older man=good provider, younger woman=healthy children.
