is there any republican who look as this guy and says "That guy is AWESOME" ? I mean, he's like... I dunno, Sen Bob Casey Jr from PA. Even if you back his party, you recognize that he's a total douchenozzle. Is it that way with McConnell? Or are there republicans who hear him talk and get all "YEEEEEEAAHH" and "WOOOOOO" ?

what a dishonest asshole. democrats voted down the original february 2011 obama budget proposal in may because it had been supplanted by a new white house budget proposal that focused more on deficit reductions. the only reason it was voted on at all was because senate republicans wanted political theater.

To repeat what someone else just said, last year when this happened it was because the President had submitted a second budget with more deficit reductions. The first budget was getting flushed, but McConnell dragged it out to vote on it anyways. Fox News then got to report "The liberals voted against their own budget (hur, hur)".

Not sure why he plans to submit the Presidents budget this year as it will be submitted and put up to vote by the majority unless there is once again a second vote, but I assume the President learned his lesson the first time around.

Pretty much this. This is just a political stunt by McConnell. He might as well introduce an Obama campaign flyer as a bill and have the Senate vote on it, the effect and end result would be about the same.

Eh, he's using the technical term. Technically, they haven't passed a budget. Practically, they've passed all kinds of things that function exactly like a budget.

Kind of like how someone saying we never declared war on Iraq would be technically right.

Notsomuch; this is typical procedural stuff, really. If the Senate rejects a measure, the House can't pass it, and send it back to them. It's out-of-order to reconsider something that's already been defeated.

But the reason the President's (and every President's) budgets fail is that they're not packed with Senate "Congressionally-directed spending." (read: earmarks)

The House will have to now pass new appropriations, which won't resemble anything close to what the President delivered. And then the Senate will pass exactly two of those before going home to campaign for re-election. And they'll pass a continuing resolution that lasts until about a week into the lame duck session.

/Yes, McConnell is a douchebag, but somewhat less so than Harry Reid. -1

Am I the only one that think the budget proposal introduced by the POTUS is nothing more than a juicy piece of troll bait to work the GOP into mass whargarble that will last until election day?

They can't let it pass even if they radically change it. No way can they let the prez take credit for getting a budget passed that cuts $4T. So they have to attack it. The response from the Whitehouse will be "the budget was a starting point for negotiations, we are very open to budget suggestions the GOP may have". The GOP response will be crickets or "kill medicare".

I just see so many ways this can be used to show the independents and other people that do not pay attention to politics until August of a presidential election year how childish the GOP has become.

Re-RTFA. While it won't happen, the House could pass this completely unchanged, and the Senate would still kill it. Without lots of bacon grease for MI, MO, and FL, (all places with Democratic Senators facing possibly tricky re-election fights) this doesn't even make the floor.
