And won, of course. After the court refused to allow anyone else through friend of the court for the elections board.

They do. The signature collection triggered the recall vote. (The signatures had to be collected first; they were not a vote, they were basically a petition for the state to hold a recall election.) That was just the first step of the process, not the last.

well...you could take him to court over it...but that takes time AND there seem to be a lot of WI judges in Walker's back pocket. Eventually it'll end up in federal apeals court...10 years later, by which point the money will be spent and nobody will care.

Au contraire, you need to think more like a greedy person. If he stays in office he will use his influence to do favors for very rich clients, which will mean more money for him in the long term. Being governor is just an investment.

Reminds me of his attempt to take high-speed rail money and use it for highways.
Though I believe in that case he was unsuccessful, and the federal funds were just pulled and allocated to another state.

There was going to be a high(er) speed passenger rail line between Minneapolis/St Paul and Chicago.
Unfortunately, that requires going through Wisconsin.

Walkers people found a couple thousand votes for Prosser. The Feds didn't step in then. Now the court owes him. It isn't much of a stretch to think that Walker could call in a favor.
