This one makes sense, more often than not.

Doctor: Here is a pill that will cure your condition. it has a .001% risk of shutting down your kidneys.
Patient: I'm not taking a pill that's guaranteed to shut down my kidneys!

When someone is sick or ailing they are most likely scared and irrational as well. A lot of people can't intelligently process the information they are given and won't do what is in their best interest if they jump to a wrong conclusion.

That's not to say it's ok for doctors to lie to their patients, but in some cases it's certainly understandable.

This, Also as doctors in Canada are paid by the head so they always doublebook to get the most bodies through which explains why it takes longer to get through. 10% is the only amount of doctors who were honest to this. Last thing a doctor wants is a patient knowing about informed consent.
