Why not just cover the roofs in tacks or something sharp or just make the roofs in a way that they cannot be traveled on top of like pyramid shaped

Why pay to ride inside when you can ride on the roof for free? It isn't a matter of seat availability, it's a matter of people stealing a service.

You don't think that appealing to "the church" that represents most of the population of the most populous, Muslim nation on earth is a reasonable idea? Imam talks about it on Friday at prayer service, about the dangers to "surfers," riders, and passers-by alike, maybe people think about it before they next hop atop the train.

The simple answer is that they're mostly Muslims.

Yeah, but presumably people are doing this because they need to. I don't think it is mainly a matter of joy-riding, but rather they need a ride and either the trains are too full or they don't have money for it. So I'm not sure how a church appeal is going convince people to stop people commuting to get to where they need to go.

I was there last summer, took the train from Jakarta to Yogyakarta - side note, get out of Jakarta as soon as possible - and waiting at the station trains would come in with the top of the trains full. All the tourists would whip out the cameras.

I don't think the 'rail surfers' are paying customers. I see no conductors on the roof of that train in the pic.
