Not until the Supreme Court takes it on, and even then it won't be settled (See Roe v. Wade), just established.

Sure would be nice if we could just follow the 14th amendment and stop denying rights to citizens based on the arbitrary "we don't like you" reason of the decade.

He didn't say "Republicans", he said "Social Conservatives." If you think a ban on gay marriage should be overturned, Republican or not, that does not sound like social conservativism.
