The Soterix device is a constant-current circuit - a bit more than a 9V battery. Not a LOT more, but more. At any rate, 9V might not be enough to get you 2mA on dry unbroken skin, at least not at first.

Another issue is that the impedance of living meat changes as you apply DC, so with a fixed voltage supply you can't hold the current at one value - another reason Soterix uses a constant-current circuit.

There's some issues with DC causing metal ions from your electrodes to migrate into your skin, too. Probably not an issue with the rig Soterix provides, but you could get a metal 'tat' from a homebrew rig, or push whatever lotion-y crap you've got on your skin into it using a sort of half-assed iontophoresis.

CSS: In 8th grade, we had an electives class that was like a cross between woodshop and basic mechanical construction (we made our own circuit boards and housing for ham radios and RC cars). One of the genius boys in my class decided to figure out what would happen if he put a D cell battery (the kind with two prongs/connectors on one end) on his braces. Turns out what happens is he lost the ability to taste anything for a week, and his braces got so hot that it burned the insides of his cheeks and lips. Best part? His mom was the school nurse, so he had to explain to her what happened.

/We could hear her laughing at him from down the hall after we took him to her office.

Not betting this would hit the current target for several reasons. One, your head's impedance is likely too large for a 9V to push 2mA through with unbroken skin, two the circuit they used (it's likely the first one they hit with a Google search for constant current regulator) takes some voltage drop across the regulator they chose before it'll regulate at all. More than they've likely got to work with. They should have put a milliammeter in line to see what they were getting.
