Seems weird to me too, but a "tip truck" is a truck that tips it's bucket... so a dump truck. I guess they called it a tip truck by accident, or maybe this happened?

Yeah, it uses contradictory terminology. As far as I know "tip trucks" aka dump trucks, don't have scoop buckets, yet things with scoop buckets generally aren't referred to as trucks. It's a mystery...

If the writer had lengthened the words than it would be as effective as speaking slowly and insistently... as when talking to someone who can't hear or doesn't understand English.

About what? The excavator bucket hit the side of the dump truck which broke it loose, and it then fell on top of his dumb ass. If he wasn't standing directly underneath the farking bucket, he wouldn't be dead. People do stupid shiat around heavy equipment all the time. This appears to be one of those times.

To be fair, it does sound like the bucket fell, bounced off the truck and then hit him - so he might have been standing in a 'relatively' safe position.
