Depends on the flood waters? I mean there's a point where you're just adding another victim into the equation.

It sounds awful to say, but I don't think it is really fair to expect other people to jump into raging flood waters to save someone. I'm not a great swimmer, so I'd probably just end up as a second body to be found somewhere downstream.

Mr Humphries said dozens of men stood and watched, but none tried to help out as Viv White, Ricky Schefe, Adam Finch, Leigh Hadwin and Angus Anderson heorically went to the Sheahans' aid.
No one helped, except the five people who helped.

Mrs Humphries said the family had been trying to escape across rapidly rising Bungil Creek with a dozen other cars but were held up, inside the floodwaters, while SES volunteers stopped the lead vehicles to collect their personal details.
Mrs Humphries said it was only when they drove around the queue of cars, with water fast rising around their wheels, and told the SES the cars were in fast-flowing and rising floodwaters, that the cars were allowed to move forward.

Same thing with the severe beatings going on in Philadelphia, one victim described it like some bystanders were watching "Gladiator" while the others filmed it. Extra repulsive factor: Racial overtones.

A long time ago, I was in Burma. My friends and I were working for the local government. They were trying to buy the loyalty of tribal leaders by bribing them with precious stones. But their caravans were being raided in a forest north of Rangoon by a bandit. So, we went looking for the stones. But in three months, we never met anybody who traded with him. One day, I saw a child playing with a ruby the size of a tangerine. The bandit had been throwing them away. So why steal them you might ask? Well, because he thought it was good sport. Because some men aren't looking for anything logical, like money. They can't be bought, bullied, reasoned, or negotiated with. Some men just want to watch the world burn... and film it.

I would have done what I could if it didn't look like certain death for me. I'm not going to complicate things by adding another person to be rescue. Even an excellent swimmer is gimped in flood waters filled with under currents and debris.
My answer would probably change if it was a family member. I guess I'm selfish like that.
Anyways what the hell is this about stopping vehicles in the path of the onrushing flood waters to get personal information? Who ever set up that roadblock needs a good cockpunch, as well as whoever was onsite and kept it going without the presence of mind to let people get out of the danger zone.
My condolences to this lady's family and the families of all the other people dying due to freakish nature in the last two months.

Nobody is required to risk their lives just to save somebody else. It must be done willingly. If you are not a swimmer and someone is drowning in a dangerous raging flood, WHAT WOULD YOU DO?
Personally I would just call whoever can really help or just throw them a floatable object to grab on. I'd even try to push some long object towards them just so maybe I and some other non-swimmers can pull them to safety. But there's no guarantee anything useful like that would always be around.
Then I'd watch and maybe record them. I know my limits.

I have white water rescue training, it is really not smart to go in there after someone caught in a current like that unless you really know what you are doing and are equipped to do it. More rescuers die in these circumstances than victims.
Link
"Actual tows with scared, hypothermic, exhausted, injured or panicked victims are extremely difficult and dangerous for both parties and should be left to rescuers well versed in proper rescuer/victim communication, holds, and swimming techniques."
I am not saying the ones filming should have just grabbed their best video equipment and shot away. There may have been things they could have done and remained safe.

Obviously the only rational thing to do in a flood, is to sit back in your house on the high ground, drinking your emergency wine supplies, eating prawns and shining laser pointers at those annoying helicopters flying overhead constantly.
Besides, flood prone areas are generally lower socio-economic areas. 10 meters of water through the place would just be a spring clean. As for people who try to drive through floodwaters? They are obviously poor as well, who cares? If they were educated and of means then they'd stay home during a during a disaster, having being already prepared.

being dense here but what is the Phil Collins reference I'm missing?
from a google-fu search:
In the Air Tonight
The meaning of this song became a pervasive Urban Myth. The story, which is not true, is that Collins watched as a man who raped his wife drowned. Another version has Collins writing this about about a man who watched another drown, and singing it to him at a concert. Yet another variation claims that when Collins was a young boy, he witnessed a man drowning someone but was too far away to help. Later, he hired a private detective to find the man, sent him a free ticket to his concert, and premiered the song that night with the spotlight on the man the whole time. We repeat, these stories are not true.

Anyone who's received even minor lifeguard training knows horror stories of failed rescue attempts that resulted in rescuers being killed along with victims. This very nearly happened to my brother.
Unless you've got a sailing line (1000lb rope) handy, a solid anchor to dry land, and know how to tie knots you shouldn't be attempting anything in some raging flood torrent.
