There are more pure breed animals than you would suspect in shelters. But yeah, most people who go to a shelter adopt the mixes as their second choice.

It's not really collusion, per se. The shelters have a limited amount of room. When they run out of that, they have to start euthanizing. Rather than do that, they will often call on the rescues to take the pure breeds out.

The rescues take over trying to find a "forever home" for these dogs. The shelters able to bring down their euthanasia numbers and the mixes get a little more time for the right home to find them.
