I used to live in West Palm Beach. Depending on the time of year (and day, of course) and the section of coastline you were visiting, it wasn't at all unusual to encounter this sort of thing. In fact, the locals called it "going bale fishing." Pretty much everybody had their story about walking along the beach and seeing a bale or former contents of a bale washed up on the strand. Or boating along the coast and finding a bale or two just drifting along.
One of my neighbors used to tell about the time he found a 2x2x4ft bale of cash wrapped in plastic. He started tipping it end over end toward where he was parked, but then noticed a large black SUV with opaque tinted windows in the lot. Wisdom overcame greed, and he took a nice long walk in the opposite direction. The cash was gone when he got back.

6 nautical miles? Isn't that like almost over the curve of the horizon? More to this story, methinks. Like the boat threw the bales overboard and outsped the CG vessel. And they wonder why feet wash up all the time? You lose King Willie's weed due to being spooked by a mere patrol boat, don't bother going back on land. They chop you up and use the chum for shark fishing.

Jack Sparrow was treated for minor injuries in the fracas that included Catwoman, an alien and a second pirate, the Los Angeles Police Department said.
Officers were searching streets in Hollywood after Catwoman, the alien and pirate fled following the free-for-all that played out in front of tourists on busy Hollywood Boulevard, Officer Norma Eisenman said.
The incident was the latest run-in between characters who pose for pictures with tourists and then aggressively demand money, according to police.
In September, a man dressed as SpongeBob SquarePants was detained by police outside Grauman's Chinese Theatre in Hollywood after an altercation with two women. In another incident, Spider-Man was led away in handcuffs."

If you measure 6 nautical miles from the mouth of Marina Del Rey at 315 degrees (true Northwest in other words) you get a point on the shore between Malibu and Santa Monica.
I guess they just use Marina del Rey as a reference because it's the closest harbor.

In Santa Barbara we just had a boat load of 50 Mexican Nationals jump into the bay with life jackets and make a break for the shore.
Tourist and locals were like WTF! They just watched them get out of the water drop their life jackets and get picked up for labor and housekeeping jobs..... The way it happen maybe not so true but it did happen.
