IIRC he was essentially scamming money from Othrodox Jewsih groups to fund these expeditions to "rescue" the Torahs. Tats or someon more knowledgeable on this than me can correct me, but as I understand it, in many Jewish traditions, Torah scrolls are consiered to be almost "people" and so there is a strong emotional religious desire to see ones that are lost or mistreated rescued, and he was playing on that to do a long con.
