A study in the United States suggested that anti-cell phone laws increased accident rates for the same reason given in this article.
A recent study by police in British Columbia determined distracted driving was a contributing factor in 32% of crash deaths, while Saskatchewan recorded 8,500 distracted driving collisions in 2010.

Maybe someone can explain something to me. Here in California we have big signs on the freeways warning of child abductions, detours, etc. Every once in a while I'll see a sign saying something like, "If you see a drunk driver, call 911." It's against the law to talk on the phone and drive at the same time here in California. Are they asking me to break the law and report a drunk driver? I don't get it.

The law is worded to allow for hands free, and i'm sure they check to see if one was likely used, but again, see my previous post as to why that kind of detail was likely left out

They are safer. Not having to hold your phone up to your ear is one less thing to be distracted by. It also allows you to keep both hands in control of the vehicle.

Just curious...I never talk or text on my phone while driving (at least 95% of the time) but I do use the google map feature all the time and sometimes hold up my phone to see where to turn or stop. If there is some kind of national law against texting and driving am I not allowed to do this anymore because the police can't really tell the difference? If they let that slide couldn't i just say I was looking at the map even if i was texting?

I think anti-talking while driving laws make the problem worse.
People will break the law, but, they'll be more sneaky and cautious about it. While driving, they'll look for cops by being more observant of the roof-lights and Nudge Bars or car profile while they talk. They won't pay attention to their driving or the positions of cars around them.
The active surveillance of cop cars creates more distraction.
Now anti-texting laws are hard to enforce but texting while driving is worse than everything I just mentioned. The fines for texting should be like 1000 bucks or something.

3. Tacos. Very messy.
4. Chili. It's hot. It can spill.
5. Hamburgers. Greasy hands and a steering wheel do not mix.
6. Barbecued food. Um, that should go without saying.
7. Fried chicken. You think burgers are greasy?
8. Jelly or cream-filled donuts. Ever bitten into one and not had it squirt all over the place?
9. Soft drinks.
10. Chocolate. It melts on your fingers, which makes a mess on the steering wheel.

If you call the cops in Calgary to assess fault on a collision with only cosmetic damage are they just gonna say "meh, you and the other driver figure it out with insurance"?

/I can't actually say if he was drunk, but he was at least driving like a maniac
//By maniac I mean not staying in his lane at the best of times, at the worst he was speeding, crossing all the lanes back and forth on a winding section of highway that is also bumpy, at such a rate that his tires often came off the road two at a time. This was not helped by the fact that he was in an older modified SUV with the suspension raised and tall but not very wide (1.5 X normal width for such a car -ish) off roading tires.

yep. I guess if you both dispute it you have to go to civil court? Canadians are usually more logical than Americans so it may actually work. Pissed me off when I slightly bumped the guy in front of me while going to work and when i walked up to his car he was already on the phone with the police. There was zero damage but i had to wait 30 minutes for the annoyed cop to show up and make a report. Good policy I say.

Agreed. This behavior actually gets people killed.
That fine range may actually make it a crime with possible jail time, that might be extending it a bit.
Putting it in the low DWI range might be the perfect solution.
/Yes, your snowflakes might be putting others in serious harm by texting and driving. They might have to stop.

I particularly enjoy the folks who "talk with their hands" -- you know, one hand holding the phone to the ear and the other waving in the air to punctuate their point. Who knows how they steer...the lady behind me yesterday was going ~10mph slower than traffic, in the left lane.

People who have studied cell phones and driving report that hands free devices are not safer. I have not checked their methods. I find their results plausible if not inevitable. Lots of things that are obviously true turn out to be false on closer examination. A famous example is the Munich study on antilock brakes. ABS did not make drivers safer because drivers were aware of the system and drove knowing it would save them. Drivers holding cell phones may be more cautious because they think they are doing something dangerous.

Where I live court cases over minor accidents should happen only if one party's damage is not covered by insurance and the circumstances are ambiguous. Claims between insurance companies are negotiated.

The law almost assuradly has an exception for contacting emergency services just like it has an exception for emergency service personell (yes cops are almost always excluded from the laws they are tasked with enforcing).

We had a story within the last few months about a Canadian who called in a drunk driver. The operator took the report then told him to hang up and drive. Calling in a drunk driver was considered proper use of a phone. Reporting on subsequent movements was not.

The theory I've heard is that your brain uses part of its capacity to imagine the person you're talking to and their facial expressions, etc. You don't have to do that when they're in the car since you can see them. Don't know how accurate that is, but that's the answer I've heard to that question.
