Well, duh.

It won't take long before the "terrorist" label is applied to anyone who does not accept the dominant political ideology, and right now, the dominant political ideology indicates that only criminals have something to hide. It might be easier for the government to keep a list of people it doesn't suspect of being terrorists. My grandfather is both a WW2 veteran and dead. They can start with him. He's definitely not a terrorist.
