Umm, I am kinda drawing a blank here. What's funny about this story and what has it to do with red lights or running around cars?

OK, for everyone who does not get the headline here is the explanation:

In the USA a "Chinese Fire Drill" is when a car full of people pulls up to a red light, and everyone gets out, runs around the car, and then gets back in the car (not necessarily in the same order) before the light turns green, at which point the car progresses as normal. It is done for fun. I don't know if it is done in other countries, or what it is called if so. The level of amusement is directly proportional to the relationship between the size of the vehicle and the number of people involved. A maxi-van with two people in it is not really all that amusing. A Mini Cooper with 14 people in it would be much more so.
