A Phoenix Fire Department hazardous materials crew responded.
The crew removed the envelope, and people working in the area were allowed to return.
They make it sound like someone waltzed in, picked up the envelope, and yelled "all clear" and everyone went right back in. Kind of amusing as a mental picture.
When was the last time a white powdery substance in an envelope ended up being harmful? Since the Anthrax stuff right after 9/11 (a decade ago), every single incident has been baking soda, baby powder, or something similar. The Anthrax demon is gone, folks, quit crying whenever someone mails you a sugar packet.

Regularly sends his deputies to raid the homes of his political opponents and judges who make rulings against him regardless of any actual criminal wrongdoing on their part, once ran an attack ad during a reelection campaign basically accusing his opponent of playing "Rancher From New Zealand" while his mom was the sheep (the accusation was false, but enough of the elderly xenophobic luddites who live in his county believed it for Sheriff Joe to win handily), and he seems to have a fetish for Mexican guys wearing pink panties.

Not their call. That falls to the County Supervisors who won't take him to task for fear of reprisals. Anytime anyone has questioned him about the warrants, his response is he doesn't have the manpower to serve them.

THIS. If you think a white, semi-intelligent American with either family to help or a part time job is going to go out and pick cabbages, well, you are wrong. I took some homeless dudes out to the tomato fields one day for a job and the toughest one only made it through three days. Kind of like the Norwegians having a problem with people from Poland during berry season because I can assure you, you're not getting a Nordic person or one of the Sami out there to pick berries.
Immigration into wealthier countries, even the illegal kind of immigration, is common all over the world, but in the USA it's a year round problem, especially in California.

My guess is that they're waiting until they have an airtight case against him and that their paperwork is properly filled out, including crossing their Ts and dotting their lower-case Js.
The moment they slap cuffs on that pig, he and his supporters will decry the FBI's actions as a politically motivated witch hunt, and if he ends up going free on a technicality
(or if there is no "Get Out Of Jail Free" blooper on the part of the feds but there are enough Pro-Joe jurors to prevent a guilty verdict from happening)
he's pretty much guaranteed to be sheriff until he dies or retires.

This is the fundamental problem with our anti-illegal-immigration system, period. We focus on the illegal immigrants, NOT the people willing to hire them for cheap labor. Without focusing on the businesses that knowingly hire and exploit illegal immigrants, any deportation is gonna be futile.
Of course, it's more or less futile anyway, until Mexico and various South/Central American countries are less shiathole-ish.

Come to Cali and see it with your own eyes. There will be a round up, then two, three days later a whole new crop shows up to, well, harvest our crops. AZ isn't the only state with cities on the border. We just don't try to kill them when they get here.
As for the Zonies clogging up our freeways when they're here on vacation - them I am sorely tempted to aim at in my Gran's giant boat of a car.

A big problem is that produce production is dependent on illegal labor. They're paid by units of product harvested, not by the hour, they're housed in company camps (hopefully better than those described in
The Grapes of Wrath
), and they essentially live for the job during the harvest seasons. The produce they harvest can't be readily harvested by machine either, as there's no automated way to cut lettuce, and no good ways to pick fruit from trees.
If the work paid a living wage then prices for domestically grown produce would skyrocket, and consumers would probably turn to imported fruit from central america during the northern hemisphere growing season.
I don't have a good solution unfortunately. In the past when American harvested produce, it was mostly teenagers and young adults doing it when school was out. I don't see that model returning.

I remember that. He opened up an investigation, got a bunch of press then said he was turning the case over to a neighboring county's sheriff who promptly dropped the case since there was absolutely no evidence and not only that it was way beyond the statute of limitations.

To try to bring some balance. Yes, they are lying around, no they are NOT uninvestigated. They are arrest warrants, not crime reports that need investigating. The sheriff says ( and no one has proven ottherwise) that his office is not required by law to serve the warrants (other county sheriffs in the state DO serve their various municipalities' warrants. He also says he will gladly serve them if the legislature gives him the money for staff to do so. So, it's a budget war.
