For Mesopotamians of the time, mercs would have likely been closer to the truth. The ag areas outside of the cities were dominated militarily by the city states so I find the idea that they'd willingly provide "provincial" troops or that the cities would trust such formations rather unlikely, and the states themselves frequently employed outsiders as military auxiliaries and trainers, which is likely how chariotry spread through Mesopotamia in the first place.

As an interesting note, this joke may be an early example of racism. The early chariot forces hired to fight/train in Mesopotamia were Indo-Europeans, as we can tell from the many I-E words associated with chariotry in Meso languages, the names of horse trainers in royal records, and correspondences of the period. So the punch line in this joke might not just be that mercenaries rape your women folk when you let them into your town, but that mercenaries (those barbaric horse-lovers) rape your women when you let them into your town. It all hinges on how wedded the idea of "auxiliary forces" was to the I-E identity in Mesopotamian minds, which is a pretty difficult thing to figure out from the limited written records.
