Diplomatic pouches from certain countries have been used to smuggle illicit goods across borders for almost as long as they have existed. The reason this is news is that it was a shoddy, halfassed attempt that failed because no diplomat was involved.

Supposedly, drugs have been smuggled in diplomatic pouches (better [citation needed]). Hell, a corrupt state could fill a shipping container with cocaine and seal it properly, and it's a diplomatic pouch, exempt from inspection.

I don't think that's what happened here, however.
