No, it's a carrying handle. At least that's the nomenclature taught in the USMC and generally accepted elsewhere. Of course, Marines aren't allowed to carry them by it, but that's what it's called. You would have to add a scope mount to the carrying handle to actually put a scope on it google "carrying handle scope mount" to get an idea.
