Too bad the mayor didn't act first. Then he might have something.
I don't want to jump to any conclusions but something's going on in that there town.
The newly elected Mayor took office by climbing in through the town hall windows several weeks ago.

I've seen it at least twice -- both times were on the Interstate, where local police don't have jurisdiction, here.

When I was a cop in the '70s our boss got a radar gun and first thing he did was get to work early, and pop every single last one of us as we drove in to the Posted lot. Every single one of us got a ticket. He told us if we saw a cop speeding, write him up. No matter who we caught speeding, write them up. No exceptions. He said, if you think I'm a hard ass, wait until you scrap a kid off a bumper. We'll see who the hard ass is then. And then we all had a good time on the group W bench, sitting and smokin' cigarettes and writing tickets.

I was in traffic court in SC once and a guy who had been pulled over for speeding accused the officer for reckless driving for the high-speed, middle of the road (a la Smokey and the Bandit style) turn around the cop did to pull him over. The guy had four witnesses in the car, who testified to the cop's dangerous maneuver. The judge found the driver guilty of speeding, but also ordered the cop cited for reckless driving and fined him $350.

What did he arrest the cop for? Speeding to catch up with him...while he was speeding? That is not only legal for the cop, but part of his job.

Why does this all sound like an ever escalating cartoon scenario that ends with the trooper and the mayor facing each other with nuclear weapons pointed at each other after rapidly switching up froms clubs to brass knuckles to knife to gun,etc?

Guessing that the mayor didn't have a radar gun to help really determine the speed of the cop. At best he could have tried to match speeds, but his own speedometer and estimation of matching speeds could have been off, on top of him obviously having a bias against the cop. I'm guessing this won't end well for the mayor.

All I see in my neighborhood here in NYC is cops throwing their lights on to skip red lights, idling at hydrants while they get coffee, and raping drunk girls who throw up in cabs.

Yes. But let's address you assertion that the mayor "gives" police powers. Police powers are granted by state and local law. The mayor is a manager and policy maker for city police, but he does not bestow police powers by any sort of magic power invested in him. The mayor cannot himself pull over speeders or execute search warrants... unless he is himself working as a police officer (you could see this in a small village out west, maybe).

We need more hypocrite cops being pulled over for speeding.
csb 1: years ago my sister used to date a provincial cop who was posted in a remote region. When on leave he would drive the 800kms home and brag about how he beat his own speed record from the previous time, secure in the knowledge that if he ever got pulled over he would benefit from a colleague's prefessional courtesy, which he did on more than one occasion.
csb 2: A couple of summers ago I was driving to Trois-Rivières when I got passed by a provincial police car doing 150-160km/h. No lights, no siren, just cruising at a high speed. I discretly followed him at a safe distance to see what his hurry was and also because at that speed the 300km drive would be much faster.... Anyway, turns out he was on his way to take up his post at an overpass radar emplacement in order to pull over civilians (ie non-cops) who, like him, were exceeding the 100km/h speed limit...

Cool. My point stands. The police department doesn't get its authority through the person of the mayor. The police department gets its authority from state and local law (made by legislators or town council). The mayor can authorize the hiring and firing of police officers, and make internal policy, but unless the mayor is made a cop specifically, he is not a cop.
It sounds like the mayor in this case is also the town constable - so maybe he has some police authority by state or local law. But, for instance, Mayor Bloomberg is not a member of the NYPD. He doesn't get a badge and a gun, and can't go kicking down doors or arresting drug dealers even if he wanted to.

Folks, in every state but North Carolina, a citizen has the right to make an arrest and detain a person until such time as a law officer can respond. However, but doing so, one puts oneself on the hook for going to court and, if you get it wrong, subject to civil action. See this:
