I think it started on 4chan. They are just user comics about balls whose design is solely their countrys flag. Many focus on the communist countries.

I believe the joke was about a firescreen, with holes in it, instead of an impenetrable firewall (on computers). It also plays off the old screen door on a submarine joke, that Ed Finnerty referred to. On top of all that it appears to be a joke on the tired old Polish jokes in general.

That said, I think it is a solid headline, especially compared to your:
