It won't help because not all the parking signs that apply are on the same signpost.
You might think you're OK because the parking sign you're looking at claims that it has powers, but down the block there is a parking sign that says "one sign to rule them all and in the darkness bind them". That's the black language you need interpreted.

Don't you hate it when you find a parking spot in the city and end up staring at all the signs in front of it telling you when you can and can't park there?
It can be a confusing and costly experience if you don't get it right.
Park here from this time to that time, on this day, or that day.
Because I need an app to know the time of day and or day of the week.

*disclaimer: I recognize that some people who do deliveries for a living and other things of the sort can't conveniently use transit in New York. But for most people living in an urban area serviced by a subway station, there's no good reason to drive. Automobile dependency sucks.

-If it's between 4pm and 6pm, you can't park.
-If it's between 8am and 10am on tuesday, you can't park.
-If it's between 8am and 4pm -or- 6pm to 9pm, and it it's not sunday, you can park for 2 hours.
Really, is it that hard?

Me and a small team recently changed office locations. A busy but old-fashioned business strip, but we were right where it became residential.
Lots of signs marking 1 and 2 hour parking spots. A nice chunk of road not far away with NO SIGNS AT ALL.
Cool, free parking over there, I correctly assumed.
But the girls in the office were having none of it
COZ THEY RANG THE COUNCIL
TO ASK ABOUT PARKING!! The only free parking was 400m further away.
I tried arguing with logic. "Why no signs, then?" I tried arguing with "What would some Dopey Dora at the council know? You actually trust her advice?"
Couldn't believe the stubborn old [and young] molls would not listen to reason. They were quite indignant and self-righteous. FARK ME! I was only trying to help them.
Then I had a moment of epiphany.
Great. There are only about 18 spots there, and they are all gone by 9am. "I never want to see you two park there, ever. That's now officially MY PARKING SPOT[S]".
Surprise surprise, didn't take long for the b1atches to start parking there. No apology, no "Hey, you were right". Even when they took one of the remaining spots. Just a cheeky grin and a stupid excuse "someone else would have taken it".
The typical implied "I'm female I have rights - consequences aren't my bag - plus all arguments when I'm wrong NEVER HAPPENED after 48 hours."
That's what shiats me. Their big fat opinionated opinions that almost got to foot stamping stage. Then when I give up, face-palm style, and politely asked them to walk their talk.... it took 'em 10 days for them to come sneakily snivelling to their senses. Argument never happened.
In case you're wondering - it was the 95% accurate claim in the article that reminded me of this CSB.

In the mean time having your mobile computer help you doesn't seem like a terrible plan.
Or to take the sarcastic approach: You kids and your newfangled technology. Is navigation really so complicated that you need a map and compass? Why do you bother bringing that sextant to measure astronomical positions instead of just eyeballing it and doing the trig in your head? Can't you just navigate using continuous internal inertial integration, without all this silly "technology"?

It might be feasible, but I could also see that being the target for some anti-social miscreant vandalism faster than you could bat an eyelash.
The other problem with it is that if you're going to be parking somewhere a lot, you want to be able to see all the rules without having to basically write them down over the course of a week. Though maybe you could put that information online or something.

Or, since someone (the creators of this app) can put together a fairly comprehensive alogrithm, then maybe the city could just come up with signs which say Y or N? Oh, but that wouldn't generate revenue. After all, it's not about the parking, it's about "tricking" people. Kinda like making it illegal for strangers to feed your meter.

And when the official street signs aren't enough, local entities make up their own....for example I was ticketed in NYC for parking legally....except a school district had posted a few signs on a fence on the other side of the sidewalk saying parking wasn't allowed for some bullshiat reason. I decided to not pay that ticket....

I looked and looked... and then I finally saw it....Wrapped around the pole the parking meter was mounted on, six inches off the pavement. NOT where the other parking signs were. I literally had to crouch down and waddle around the pole to read it.
Took picture and appealed to city, no dice.
Fark you, San Diego.

It's not illegal for strangers to feed your meter; it's illegal for anyone to feed the meter (probably stranger or otherwise) after it's already expired so as to avoid the penalty for having let it expire.
So long as the meter is still running, anyone can pump change into it (unless this falls into another rule, say one that says "Maximum stay 2 hours").
The crime isn't feeding meters, it's feeding meters to extend someone's (your own or another's) time beyond that proscribed by law.

It's saying 'no parking' during rush hours and street cleaning. Duh.
Business hours parking is limited to two hours --residents excepted. Also Duh.
And no restrictions outside those parameters.

I don't know about you, but there is usually a period of time after I get out of my car when I inspect my surroundings.
Where I park near UC San Diego, they've been expanding the 2 hour zones. First, I noticed something was fishy: Good parking was available. I don't believe in princess parking. Second, when I stopped, even though I was parking somewhere I've parked hundreds of times before, I looked around. Sure enough, some new signs were bolted up.
That whole area is a goldmine for parking enforcement.

Back on topic, I've driven in Boston, New York and LA. I've never encountered a parking sign that bested me. If I park in a spot and then read the sign to find that I'm not allowed to park at that time I just move on and find another spot. Where is the confusion? I'm still not understanding it.

To all of those who don't understand the confusion: The signs, while understandble when you stop to read them, are not easily discernable at a glance. You are also forgetting the psychological state of most New Yorkers - rushed, on edge, irritable, not willing to stop and read the sign but more than willing to pick a fight with the meter maid. AY, I'M PARKIN' HEAH, ASSHOLE!

1. No stopping: I think there would be some obvious indication here as you drive down the street. When you notice that there are no cars parked there you can take a guess that you probably aren't allowed to park then. If you aren't sure and see the sign you could stop for 30 seconds, in the otherwise empty street, to find that it's a no parking time and then move on. I realize that some areas are strict, but they aren't going to kill you for reading the sign.
2. Better signs: Not going to argue that point. There probably is a better way. Unfortunately we are stuck with this way for the conceivable future.
3. "A" permit: This is an easy one. If you don't have an "A" permit then obviously you obviously aren't allowed to be excepted like folks who have one. And if you do have one and didn't find out where you are and aren't excepted from the rules then you are lazy or dumb or both.

So can I park there on Sunday at 1 PM? For how long? What if I have an A permit? Are you sure that's the case in the particular location where this sign is located, and not just in the one where you happen to know the default parking rules?
It's not indecipherable, but it's not trivial either. And that's not even counting the signs that have directly conflicting parking restrictions.
A much better solution would be a sign that tells you what the current rules, the time of the next change, and maybe the next set of rules; slap together some eInk, a solar panel, and a clock and that's fairly plausible. In the mean time having your mobile computer help you doesn't seem like a terrible plan.
Or to take the sarcastic approach: You kids and your newfangled technology. Is navigation really so complicated that you need a map and compass? Why do you bother bringing that sextant to measure astronomical positions instead of just eyeballing it and doing the trig in your head? Can't you just navigate using continuous internal inertial integration, without all this silly "technology"?
Or, since someone (the creators of this app) can put together a fairly comprehensive alogrithm, then maybe the city could just come up with signs which say Y or N? Oh, but that wouldn't generate revenue. After all, it's not about the parking, it's about "tricking" people.
Kinda like making it illegal for strangers to feed your meter.

Then people could "own" parking spaces, with enough money. All the good ones would be bought up and then where would you park?
