Makes sense to have a licensing criteria for people in the business of determining illness and disorders. Here in Canada only a licensed physician can determine who is a candidate for disability insurance. Ancillary personal can add to the process, but basically it remains the domain of a "specialist" in the field of medicine to determine qualifications. The big caveat to this is the ability of insurance carriers to make a disabled persons life a living hell, despite the specialists recommendation. Everything depends on the individual applying, employer (if applicable), level of specialty of the physician (eg a Neurologist, Psychiatrist or Neuropsychcologist would trump a licensed Counselor) and patients' level of disability.

Hmmm, a bit over 100k births per year in Virginia, 1:150 odds of autism spectrum disorder = ~666 (ha ha) autistic kids per year. The program requires the spending over a four year period, ages 2-6, so 2664 expected claims per year at likely $35k a pop (like they will leave money on the table, my friend's kid goes to a special school which cost $80k/year) = just shy of a hundred million dollars. Okay, who's paying?
/it would be 4-5 billion if done nationally for 2-6 year olds

But there are a million homeopathic remedies. My friend's autistic son does Chelation once a month too. He also takes all kinds of 'medicines' that they mix into his food. Seriously, you know how old people take a pile of pills every day? Like that.

No, that is no joke. The kid I mentioned previously has this thing (for a few years now) that if he sees another child cry he will pummel the crying child until he/she stops crying. He is 9 and very strong. He has injured (broken noses, wrist..) many kids because of this. To make matters or so much better, he is now taking karate lessons.... to improve his discipline.

CSB: ... My kid is autistic (as in, full blown Rain-Man still non-verbal @ 8 years old autistic). Well, we're broke and he qualifies for SSI/Disability due to his condition. They requested a re-evaluation this year. I sent in a 2-inch thick packet with every report from every medical test ever run on him from vision screenings to 3 different pediatric neuropsycology full workups (the bulk of those 2 inches) ... Disability Determination Services came back and said it wasn't good enough. They wanted the entire histories from 8 different places that tested him for different things between ages 2 to present (8) within 14 days, and they sent them all letters. The sent me a 2nd letter saying they hadn't gotten the histories from those 8 people within 14 days and I needed to harass them to send the histories. Then another letter that lined him up for 3 different screenings (mental, speech, and something else) at whatever government-approved doctors do such things ... What I sent in was, by far, more than enough to convince anyone that the kid was not just socially awkward.
Long story less long, the government's Disability Determination sector is on to this bullshiat. They see the word "autism" and are immediately skeptical. The days of perfectly healthy yet socially awkward people mooching the government and playing WoW in their mom's basement are over. Good riddance. All these lazy assholes have completely tarnished the public's perception of the diagnosis and understanding of the limitations.
