Just more idiocy. They want to legalize limited possession, but still make distribution illegal. That just ensures the criminals still have a job at the end of the day.

If you want to eliminate cartels and violent dealers you need to legalize the distribution channels. Then the cartels fall apart as MBA's wheel and deal distribution systems and price competition until no one makes any money doing things illegally.
