These appear to be just unaccounted shells and chemicals that were at a declared chemical weapons site. Sounds like just sloppy accounting, not a nefarious plot to hide them.
Article states that these were just a fraction of what he did declare.

What was found VS what wasn't.
I don't think its a surprise that any of these dictators turn up with chemical weapons. We probably arranged for it in lieu of atomic weapons, to help stem the communist wave back when that was the thing.
Problem is when you can't admit how much you gave them. You also can't find what is missing from the final account, so you can only speculate as to where the remainder wound up.
Chemical weapons are hard currency, so what we found is probably the few tanks of crap that they couldn't get out in time.
