this, there is a budget to deport x number of people. DHS is prioritizing people who have been arrested for a crime rather than people who are just trying to live their lives quietly.

Have you been there? The inner harbor is nice, and it is the easiest traffic city that I've ever seen. I would certainly live there.

A lot of the neighborhoods in Baltimore are rapidly gentrifying, the row home remodeling companies need workers to keep up with demand.

That's the major problem with bureacracy -- the
various overlapping rules make for some nonsensical situations
.
I experienced a similar problem with taxes and driver's licenses when I was doing short-term work stints in various countries -- both jurisdictions would consider me a resident at the same time due to ties, both would say I needed to have driver's licenses and pay state income tax, etc. Or a similar issue with using notaries in different jurisidictions -- in some areas they are allowed to prepare documents or even marry people, and in others they can only be a partial witness -- so you can get stuck trying to notarize a document in one jurisdiction for legal purposes elsewhere because neither notary can accept the wording of the other's forms and declarations. There are all sorts of weird cases with people in foreclosures where they make payments but still are considered delinquent because the company that originally managed the mortgage goes under, etc. There are the cases of lists like bad credit or do-not-fly where people get mistakenly listed and can never get off again.
Bureaucracy is made even more silly with computers, which will blindly follow literal rules. Accidentally pay one cent less than you owe = foreclosure to a computer. Someone mistakenly enters your SSN and your credit inexplicably becomes bad in the computer's "eyes".

No one supports illegal immigration. It is similar to erroneously saying that people support abortion -- no one does. No one wants either thing to happen, it's just that it is a reality that we can't stop it from happening so you have to figure out what is the best social response.
So the question is how do you keep from creating a marginalized segment of society that is hiding in the shadows and forced to work illegally? For example, should illegal immigrant kids be allowed into our schools? I'd say yes because the alternative is that they just hide out, uneducated, with no prospect except to become criminals.
So it is not about "supporting" or liking it, it is about choosing the lesser of two evils and being pragmatic. We can't stop it, so might as well lessen the impact.
To use your analogy about overstaying in my house, of course I would try to kick the person out, but if I can't I'd rather be on friendly terms, have him help around the house, and know where he was rather than having him hiding out in my basement hating me.

I'm not sure the DHS has the authority to grant citizenship just like that. They still have to work within the legal system.

Use of single tax payer dollar == stealing when you are an illegal immigrant. Riding a city bus that is subsidized by tax payers == stealing. Enrolling your kids in school == stealing. Working any job == stealing. Begging for change == stealing.

so you can fix the problem by spending millions to aggressively pursue these people of you can arrange the system so that they're paying income tax instead of operating on an underground economy.
/local services(like buses) are often(almost always) funded in part or in full by property and sales taxes which are hard to avoid if you live in an area regardless of immigration status
