When I lived in Florida (Panama City), there were roaches EVERYWHERE! It was not a sign of a filthy home/business/school, it was a sign that you were in FLORIDA!

The roaches were enormous, lived inside, outside, in trees, on the ground and could FLY! It's like saying someone is a bad housekeeper if a moth or butterfly gets in the house. Or a Junebug.

Our school was particularly roach central and there used to be roaches spinning on their backs on Monday in every classroom after the pest control guys had been in over the weekend.

I had never seen a roach in my life before we moved to Florida for that one year and I eventually got semi-used to them, but I've never seen another one since we moved away and I hope I never do.

Still, it's FLORIDA! There will be bugs! It's the freaking tropics.

The bugs aren't what's bad. The warm refrigerator is a concern. I bet they cut steak with the same knife as they use on a watermelon. That actually happened about 10 years ago. A child died (from Salmonella or e-coli, I don't remember). Guess who paid most of the damages in the lawsuit. Not the restaurant - the meat company that sold the restaurant the beef.

I've lived in bug country before. Roaches are ruthless. They don't care if you are very tidy. In fact they like clean kitchens. If you've got food in certain parts of the US, you're going to have roaches.

I once saw a roach in my kitchen clutching a piece of uncooked spaghetti. It made me mad.

Another time I opened up a cardboard box in my closet full of old letters - and roaches. I duct-taped the whole thing tight and put it in the freezer for a couple of days. I think that killed them.

Yes roaches are filthy disease carrying insects that are really gross they are a fact of life. If there were no roaches in any restaurants I'd actually consider worrying about the environment.
