Al-Qaeda is an idea, not an organization. Anyone who's pissed off and wants to blow people up can claim to be part of it. In that sense, it's as real an organization as Anonymous. IIRC it's Arabic for 'The struggle'
There are several more or less organized franchises of it, such as Al-Qaeda in the Islamic Peninsula, Al-Qaeda in the Maghreb, and so on, which may or may not have been 'authorized' by the original core AQ, but since the main goal is simply Blowing Up Infidels they really don't need much in the way of consent from the original band.
If you want, you can go scream 'God is Great' and blow something up, and if you claim you're acting on the behalf of Al-Qaeda you're as legitimate as anyone else who does the same.
It's probably a valid question to ask if any particular explosion is a false flag pointing to AQ, but to ask if they are as a whole makes no sense.

I don't know if you know this, but Arabic is not natively written in Roman alphanumeric characters.
That means there is no actual "correct" spelling with our alphabet.
