Depends on the version of the game, the version of the character used, and the matchup in-question.

Dragon Punch easily. Tiger Uppercut is just a poor imitation. It may do marginally more damage, but leaves you way open if you mistime it. Dragon Punch is vastly superior.

Zangief was a joke in SFII, but in SFIV he's quite badass. One of the stronger characters in the game.

The ultimate attack is where Ryu shouts Hyoudeken(sp?) and then shoots out M. Bison from his palms who then delivers a flaming torpedo attack with Chun Li strapped to his chest.

Beats the game? As in, against AI? Zangief is like the easiest person to beat the game with... Jump and use medium punch, they block and you hit down + medium punch to fling them over your head. They fall for it every time.

It's just like Dhalsim. Jump and use hard punch to do that head first flying rolling thingy. If they block it, immediately throw. Gets them every time.

As much as I'm a Ryu whore in SF, Sagat seems so fast and has that huge range. I really think they overpowered him in the early iteration of the game. He's a real bastard. Also, Chun Li's thighs could crush them both into a fine dust.

To have a fair comparison one would need to determine what version (Original? Championship? Super? Hyper?) And then look up the frame data (startup, active, recovery on hit, recovery on block, recovery on miss) for the light, medium and heavy punch versions of each.

Currently (SF4 AE 2012), Ryu's regular fierce DP is stronger than Sagat's regular fierce DP. Sagat has a stronger EX version though and can also power up his regular uppercut with angry scar.

That said, the Cannon Spike is the superior rising attack.

SFIV AE nerfed the DP quite a bit. Jab DP esp is near useless now.
