The only problem is that people have been boycotting the RIAA for years. Even if they have an impact, the RIAA and the media ignore the impact and report that falling sales are exclusively the fault of piracy.

I think that's the problem, they know that's true.

They want to use SOPA to essentially kill independent content creators on the Internet, to ensure that the RIAA & MPAA have a stranglehold on content generation.

They know that the internet has made their business model essentially obsolete. They could either completely re-tool their business (if possible), or they could maim the internet until it's no threat to them.

They chose the latter. They figured they could just buy some legislation to make it work. Now they are seeing a backlash and trying to deal with it.
