Or to Fully correct the record:

The US army pulled that statue down. The "Iraqis" milling around were part of mercenary militia bought by the DIA (against CIA advice) for a man the Neo-cons who started the war believed was "Iraq's George Washington", Ahmed Chalabi (who was also the source of all the "intel" about Saddam's WMD program and all the exotic tortures saddam and his sons allegedly visited on their people).

The reason the US seemed to have no "what next?" plan for after the rolled into Baghdad and "won" the war, was because the plan they ACTUALLY had went to shiat shortly after the "statue coming down" moment. Chalabi had conned the PNAC folks into believing he was a wildly popular "leader in exile" of Iraq, and the statue coming down was supposed to be a signal to his followers to flood the streets and sweep him into power (the idea seems to have been that he'd rule as a pro-us strongman, democracy be damned).

Sadly it turned out that nobody in Iraq knew who the fark this guy was, and his WMD intel was all bullshiat. Shortly after the US came to this realization, Chalabi either became, or was revealed to be, a double agent working for Iran and became an ally of Moqtada Al-Sadr, the leader of the largest anti-us militia in Iraq. His work for Iranian intelligence was extra embarassing/damaging since the DIA had given him our very best crypto gear to run C3 for his little mercenary miltia
