Especially considering massage is already dealing with a ridiculous amount of stigma due to abuses by prostitutes that tries to sidestep the law by calling their services 'intimate massages' or the like.

Well, Tantra doesn't usually involve having an orgasm, so one could argue that it's legal, in the same way that S&M services are legal. However it also usually involves genital touching, so it may not be.
