Well, he doesn't. With no comment on whether it's reasonable or not, he wants to reduce the FDA (by 40%), not abolish it. The agencies he wants to abolish are HUD, Commerce, Energy, Interior, and Education. HHS (FDA's parent agency) gets a freeze.
