Yeah, there are good reasons for those permits. Many places are left undeveloped because they are historically, archaeologically or ecologically significant, but there is not (or not yet) enough funding for mitigation or restoration. If Gettysburg was overgrown with weeds, you wouldn't want just any old dork with a bulldozer coming in and clearing it.

A little side lot so overgrown with weeds that it is encroaching on a bus stop, blocking views of traffic, and completely obscuring a house is hardly Gettysburg. Here we seem to have a failure to think on the part of the local council. It seems a reasonable group of people would thank them for what they did.

Hmm, they did work on land that was not theirs, and are being told they shouldn't have done that. I'm failing to see the outrage here, especially considering England's land use history and things like allotments.
Also, if it were my property, I'd like to think that I'd appreciate their help, but what if what they considered weeds was in fact part of my garden, and just hadn't bloomed yet, or I actually harvested the blackberries they so rudely removed.

"Jobsworth" is a British colloquial[1][2] word deriving from the phrase "I can't do that, it's more than my job's worth", meaning it might lose the person their job: taking the initiative and performing an action, and perhaps in the process breaking a rule, is beyond what the person feels their job description allows.

In fact, Gettysburg *was* overgrown with weeds, particularly the southern part of the battlefield. And the NPS brought in bulldozers to clear it.

Now see... this is where I can see the city's side of this. I don't know anything about blackberry bushes but I DO know that sometimes landscapers will plant specific bushes and whatnot for water drainage. Meaning the root systems helps the water along as opposed to getting trapped on top of dense earth. It also sounds like they tampered with the other bushes which were quite likely put there as decoration and now no longer match the rest of the decorative bushes along the street. It ALSO sounds like these people are trying to act like the neighborhood saviors by cleaning up the area when in reality the chick just wanted more sunlight on her own garden.
It is the CITY'S property and they maintain it to certain specifications. These people just went rogue on it. Now the city doesn't seem too upset but they want them to get a lincense so at least they know the specific rules regarding landscaping of public areas.
I understand wanting to clean up your neighborhood but if every would be do gooder out there started digging up the parks and ditches it could cause a lot of problems and expense.
Bad landscaping can cause very real damage to homes, roads and underground pipes and shiat.
