At least half of the U.S. Presidents have had some foreign language skills. Wilson was fluent in German, which did not stop him from waging war on the Kaiser.

President Jefferson knew six (6) languages.

Herber Hoover learned fluent Mandarin while a young engineer in China.

In addition, Harrison had elementary or conversational French but didn't get to use it much.
