I have a friend that would cross dress in high school, I guess we were a relatively tolerant place for a Midwestern small town because although a few people would give him crap, they were generally told to shut their pieholes and mind their own business. As we were neighbors we'd walk to school together and I always looked forward to his costumes, which tended towards the wildly dramatic. Somedays I would run into him on the way to school and he would look like he had shoplifted his wardrobe from a community theater production of The Mikado. He always had his boombox and we would sing along to Blondie songs as we walked to school. It was quite entertaining. I appreciated the over the top drama he introduced into what seemed like a relatively dreary exisitence.
I do remember him getting sent home to change his outfit ONCE when he showed up at school dressed as a Catholic priest, which I found screamingly hilarious. You were a scream Jim, I think of you and am glad we're friends.

This goes back to societal gender norms. What "masculine" clothing can women
not
wear, save those that make zero anatomical sense? Since we're long-steeped in patriarchy, women adopting a "male" mode of dress starts as a power statement, and eventually reaches the point of gender neutrality. "Womens'" dress is automatically feminizing, and strongly resists being normalized.

I might sound strange, but I'd argue that kid shouldn't wear that outfit to school if only because those shorts are
way
too short and would be below the dress code if a girl was wearing them. So if you want to wear girls clothing make sure it's something girls would be allowed to wear in the first place.
(Note that I obviously don't know what this school's dress code is, but I've never heard of one that wouldn't object to what this guy is wearing.)

I used to be down on school uniforms. Now after years of exposure, I don't mind. They teach good lessons.
Costumes, on the other hand. Costumes SHOULD be distracting and teach their own lessons. One of which is that the limelight is a double edged sword. That's a great lesson but not one we should be teaching in math class.
Everyone wears the same jacket, same color shoes, same slacks/skirt and I'm good. Boy wants to wear a skirt or vice versa that's their business. As long as they're in the right color uniform that's all that matters to me.

There was a dude in my high school that did this around 1995. Some students thought he was weird, but most just couldn't be bothered to care about his stabs for attention. The faculty took the same tack.
When nobody cared... he just sort of... stopped doing it.
There may be an odd case here and there where an individual that young does know that they need to be transgender for their own sanity at some point, but it's rare. Most of the time, this shiat is just some kid doing a "look-at-me".

But between how the child is choosing to present their appearance, and the quote from the article: "Jamie...claims he was speaking to teachers for months about how he felt trapped in a boy's body", I'm going to go out on an awfully sturdy limb on this one. Generally you don't turn up in secondary school dressed like that, saying something like that, unless you're at full blown transsexualism.

That's logical. If he really does feel like a woman trapped in a man's body, odds are he'll begin the process to change his gender as soon as he's of legal age to do so, and the transvestism is just the first step.
