Ok. So Billionaire and company contract with the Government to build a bridge as part of a larger project. Billionaire and company don't build the bridge- instead they build a small single lane road that runs right by their Duty-Free store.

So this isn't a case of hating on Billionaires. This is a case of Billionaires taking advantage of the system for their own gain.
Edwards said he would keep the men in jail until either they complied with his order or were no longer in a position to comply. But there remained a question of how much new construction activity must take place to satisfy the judge.
Good. Let them rot until they fulfill their end of the contract.

You can usually get away with fudging numbers on contracts and billing for stuff you didn't do. However, when you make it this obvious, the government is going to crush you no matter how much money you have. They have wayyyyyyyyyy more lawyers than you can buy.

Judge need a hero tag. I think things would work out a lot better for everyone if corporate officers ran the risk of going to jail when their company screws up. At least I'd hope that might make better 'citizens' of the corporations.

seize the company and all of its assets via eminent domain and give it to the city of detroit.
while they work it our in court, detroit can do anything it wants.

Normally, you can't go to jail for violating a contract. Contract law is civil law, not criminal. He probably figured there was no way the government would actually consider this some sort of criminal action rather than violating the terms of a normal contract.
Which is part of the issue. You can break contracts all day long and the result may be a decade-long wait for a civil trial before a federal judge, considering the 11% vacancy rate in the federal judiciary. It can literally only be enforced through a contempt of court finding, and just like in this case that can take a couple years to take effect. There's a huge difference between debtors' prison for individuals without resources to make good on a contractual debt and willful avoidance of contractual duties for the sake of greater profits. We really need to reform contract law to separate those ideas and bring more effective weapons against those companies and organizations who egregiously prey upon society.
