At the same time, they could use ANY popular website for the exact same purpose so eventually you are trying to watch the entire interwebs, which is darn ear impossible unless you have some expert systems set up to automatically analyze content.

Of course, if I WERE a terrorist, I'd just use something like the Free Republic forums since it would be easy for any coded messages to get lost in all the herp and derp.

The biggest reason I could see for DHS to keep an eye on Hulu? So they could have a quickly available "short list" of popular TV memes. Hulu is a good place to find the clips a lot of people are watching from a wide range of shows. You can hit the "news and information" tab to see what the "real news" shows are talking about, and the "comedy" tab to find out the current popular jokes.

That way, when normal spikes of network traffic start showing particular phrases, they have a precompiled list of things that those phrases might have come from.

Two decades ago, spies would read the New York Times and Washington Post cover-to-cover, including the ads, because they were the two most widely available newspapers in the US. Now, there are too many information sources, so they have to use stuff that was prefiltered for them.
