So what would be the crime in someone standing on a street corner selling crack that is bags of sugar? Is that even illegal? Other than getting shot by angry customers, I wonder what the fallout would be?

Yes it's illegal (how illegal depends on the city/state), although I'd worry more about the pissed off crackheads coming back than the police at that point.

No that's the funny part. This is probably enough to get a warrant (IANAL) but they didn't even bother because they don't care.
Making drug busts is hard and the suspect didn't even have a Ford Pinto to seize.

Id call the cops but I would say he offered it to me not that I was asking for it. Then at least my money would go towards a good show.

I know a woman who told me about getting fake crack in the 70's or 80's. It didn't end with her calling the cops. It ended with her going to prison for 26 years for shooting the crack dealer in the face and robbing him.

The police DID go to the next door "drug dealer" to ask them. Obviously, they didn't know anything about it. Police asked to step inside, and were told no.
Since they didn't have PC, they said thank you and left.

Seriously if you're stupid enough to call the cops because you got ripped off on a drug deal well christ on a cracker there isn't much more to say. At least it didn't end with someone getting beaten half to death,watched that shiat out my kitchen window. It was over $10 of weed,I know because I was the other party that got ripped off. Jesus how hard is it not to act like an idiot over getting ripped off on pot of all things? Yeah I lost $10 but I also didn't go to jail or the hospital for being a retard like everyone else involved in that clusterfark did.
