Do they have gun control in Louisiana? Seeing as how I'm in Los Angeles I'm a little hazy on what freedoms the rest of the country enjoys, we've lost all of ours.

If the guy is not a policeman and he's in a crowded place waving his gun dangerously and he wouldn't listen to police, just shoot the farker and take him out. A non-criminal civilian would follow the orders of police for their own safety as well, while criminals would most likely just try to outrun bullets and kill people or take hostages.
